Mike Beyrouty
CIS Benefits Director
Mike has led the CIS Benefits program since 2019, serving more than 240 public entities across Oregon. With experience in employee benefits dating back to 2006, he previously expanded and streamlined the employee-benefits group at Aldrich before joining CIS. Mike holds a Bachelor of Science in biology from Western Oregon University and is licensed as both an Insurance Producer (Health, Life, Property, and Casualty) and a Consultant (Health and Life).

Drawing on 20 years of leadership in insurance and benefits — and a service-oriented mindset honed in the military — Mike brings discipline, integrity, and responsiveness to his role. He works closely with members to assess and manage their plans, advocates on their behalf with carriers and stakeholders, and drives innovation through member feedback and program enhancements that keep CIS benefits cost-stable and comprehensive.

Katie Durfee
Sr. Risk and Emergency Management Consultant
Katie has worked in local government and public risk pooling for over nineteen years. Her primary area of focus is providing consulting on emergency management, safety issues, as well as drones. Before joining CIS, Katie was with the City of Oregon City, Oregon for two years and served as Chief Deputy County Clerk for Valley County, Idaho for over nine years overseeing risk management and emergency preparedness efforts. Katie presently serves as the immediate Past President for the Oregon Chapter of PRIMA and has also previously served as the president for the Idaho Chapter of PRIMA, as well as participated on several National PRIMA committees, including the Leadership Development Committee. Katie’s education includes a Bachelor of Science degree in Business Administration with a concentration in Human Resource Management from Colorado Technical University and a FEMA Finance Section Chief designation. She’s also completed the Oregon City/County Management Association-sponsored NW Women’s Leadership Development Academy (NWWLA).

Sharon Harris
Sr. Consultant – Human Resources & Organizational Development
Sharon joined CIS in 2014. Before joining CIS, Sharon was with the City of Redmond for 14 years holding positions of human resources/risk management director, assistant city manager, and interim city manager. Her expansive human resources background, including private sector work with AIG Claims Services and Benova; a third-party benefits administrator, also includes years of collective bargaining, mediation, and training supervisors and staff on various employment and organizational-related topics. She has been very involved in both OR-PRIMA and National PRIMA serving on the OR-PRIMA board of directors for 12 years and serving 3 terms on the national PRIMA Leadership Development Committee. Sharon holds Senior Certified Professional designations through both the Public Sector Human Resources (PSHRA-SCP) and the Society for Human Resources Management (SHRM-SCP). She has a BS degree from Oregon State University, a human resources certificate from Portland State University, certification in mediation from Deschutes circuit court, and has completed academies conducted by the National Public Employers Labor Relations Association (NPELRA).

Mark Jennings
Director of Risk Management
Mark joined CIS in 2023. Prior to working at CIS, Mark was the Risk Manager for Washington County, Oregon, the second largest county in the state. He and his staff managed liability and workers’ compensation claims, the safety/wellness programs, and all risk mitigation programs for the County. Before that, Mark was the Sr. Claims Manager at UBER managing all UBER’s auto claims for North America. He also served as the Global Casualty Manager at NIKE, Inc., where he managed Nike’s claims exposures and risk programs around the globe including general liability, cargo, property, workers' compensation, product liability, aviation and tv wrap up. In addition, Mark also has over 20 years of experience managing risk and claims with several insurance carriers including SAFECO, Sentry and Kemper. Mark earned a Bachelor of Science degree in Business Economics and Sociology and has his Associate in Claims. He has served as the Board President of OPEEP, and he was also a volunteer fire fighter/EMT with Marion County Fire District #1 for 15 years.

Dustin Karstetter
Sr. Risk Management Consultant
Dustin joined CIS in 2024, bringing 13 years of experience with insurance and risk management, the last 7+ years in the public sector at various governmental entities. His career includes stints as a Risk Management Analyst at Washington County as well as insurance pool service as a Return-To-Work Consultant with Special Districts Association of Oregon (SDAO). Dustin holds a bachelor’s degree in business management and MBA in business administration from Corban University. He also serves on the board of directors for Oregon PRIMA, currently as chapter vice president, helping provide educational and networking opportunities for those in public sector risk management across the state of Oregon. In what little “free” time he has, he enjoys time with his family and staying physically active, which is easy to do with three growing boys and their love of sports (mainly soccer, or futbol), and of course rough housing!

Sheila Lorance
Sr. Law Enforcement Corrections Risk Management Consultant
Sheila is the Senior Law Enforcement Corrections Risk Management Consultant for CIS. She retired in 2018 from the Marion County Sheriff’s Office after 30 years. Unfortunately, retirement didn’t stick and in 2019 Sheila took a position as the Public Safety Director for Chemeketa Community College, then joined CIS in 2021. She graduated from Western Oregon University with a Bachelor of Science Degree in Law Enforcement/Corrections and a minor in Sociology. Sheila travels across Oregon to meet with Sheriffs, Chiefs, and Jail Commanders to help support and determine ways to mitigate risk.

Lisa Masters
Sr. Risk Management Consultant
Lisa has over 30 years of experience working with public entities in safety, human resources, and risk management. Her work includes roles in risk management and underwriting at SAIF Corporation, as a Loss Control Consultant at ESD 112 in Southwest Washington, as the Risk Manager for Jackson County, and as the Personnel/Safety Manager for Southern Oregon Head Start.

Lisa holds a Bachelor of Science degree in Business Management from Oregon State University and has earned the Associate in Risk Management (ARM) designation.

Patrick Priest
Executive Director
​Patrick came to CIS in 2018 to lead the organization. However, he has worked in public risk pooling since 1998. Prior to CIS, he served as assistant director and long-time chief financial officer at the Colorado Intergovernmental Risk Sharing Agency (CIRSA). He currently serves on the Board of the National League of Cities Mutual Insurance Company and the Oregon Society of CPA’s Group Health Trust and is Co-Chair of Oregon’s Workers’ Compensation Management Labor Advisory Committee. He is a certified public accountant (CPA), holds an associate in risk management for public entities, and is a graduate of the University of Colorado. Patrick enjoys exploring Oregon in both his professional and personal travels and wishes he had more time for tennis.

Margaret Ryan
Sr. Risk Management Consultant
Margaret has over 18 years of city and county government experience in the areas of law enforcement, property and evidence, corrections, and risk management. Margaret is passionate about keeping the people that serve our communities safe and healthy and in fighting form for pickleball when they retire. She holds a Bachelor of Arts in Criminal Justice and Psychology from Washington State University Vancouver (Go Cougs!) and Associate of Risk Management Designation and is a continual learner that always has a class or book humming in the background to keep her learning about our changing risky world. Margaret’s favorite time-off adventures are visiting her daughter in NYC or her son in her hometown of Chicago, go Cubs!

Katie Vorderstrasse
Sr. Risk Management Consultant
Katie has worked in the insurance and risk management industry for 19 years. Her work experience includes serving as the Assistant Director of Insurance and Risk Management for Oregon State University, the Risk Manager for the Salem-Keizer school district, and several years working for Liberty Mutual Insurance Company in a variety of roles primarily focused on claims. Katie’s education includes a bachelor’s degree in business administration with a minor in economics from George Fox University. She also has an Associate in Risk Management (ARM), Associate in Claims (AIC), and Chartered Property Casualty Underwriting (CPCU) designation from The Institutes. In addition to her expertise in the insurance and risk management industry, Katie is a Black Belt in Six Sigma and holds a certification in Change Management. She enjoys using these professional disciplines together to effectively manage risk, working with the cities and counties of Oregon. Katie’s favorite thing to do outside of work is spend time with her family, where she frequently has an opportunity to use her risk management skills with her very active and adventurous children.

Jeff Williams
Sr. Public Safety Human Resources Consultant
Jeff has worked with CIS since April 2022 and serves as a Senior Public Safety Human Resource Consultant. Prior to joining CIS, Jeff worked for the Forest Grove (Oregon) Police Department (1994-2011) and Beaverton (Oregon) Police Department (2011-2022), retiring as Deputy Chief of Police. Jeff holds the following HR certifications: aPHR (HRCI) and SHRM-CP (SHRM). He is a graduate of Session #270 of the Federal Bureau of Investigation National Academy, graduate of the Oregon Executive Development Institute, and earned a Master of Public Safety from the University of Virginia and Master of Science in Administration of Justice and Security from the University of Phoenix. Jeff served for over 24 years in the United States Coast Guard Reserve, retiring as a Commander in 2016.
