More Access, Less Hassle: How Our New Learning Center Model Benefits Members

One of the biggest opportunities in our transition to Docebo isn’t just a new platform — it’s a smarter way to provide access to learning. Since the CIS Learning Center launched, our goal has been to make valuable training easy to access and affordable for members. As we evaluated replacement options for the current platform, we looked carefully at not only features and usability, but also which pricing model would deliver the greatest long-term value for members.

Under our current platform, CIS pays for training seats based on whether an account is active, regardless of whether the person actually uses the Learning Center. That meant we often paid for accounts that sat unused for months — or even years. To manage those costs, members were encouraged to create accounts only when they knew someone would be taking training. While that approach worked, it also created extra administrative effort and made it harder to fully integrate Learning Center access into employee onboarding and workforce development.

Docebo changes that. Instead of paying for every active account, CIS will pay based on the number of people who actually complete training in a given month. In other words, we're paying for learning activity rather than unused accounts. This model better aligns costs with real usage, helps stretch member dollars further, and eliminates the need to constantly monitor account counts. Best of all, members can create accounts for staff whenever they want, without worrying about taking up a seat that someone else may need.

This approach is especially important because the CIS Learning Center has grown significantly over the years. When the current platform launched in 2019, the system was contracted for 7,500 seats, yet only about 4,800 unique users accessed training during a 12-month period. As participation grew, CIS had to purchase larger and larger seat pools even though many accounts remained unused. By late 2025, annual unique users had increased to approximately 7,500, requiring a contract for 15,500 seats. The new model allows us to support continued growth while using resources more efficiently and responsibly.

Ultimately, replacing the Learning Center was not a choice because our current platform is being retired by its vendor. But this required change gave us an opportunity to find a solution that better matched how members actually use the CIS Learning Center. The result is a platform that offers a simpler experience, greater flexibility, less administrative burden, and a pricing approach that maximizes value for every member. We think that's a win worth getting excited about, and it's just one more reason we're looking forward to what comes next.

Together, we're building the next generation of the CIS Learning Center. Subscribe to this blog for updates, opportunities to provide feedback, and transition resources as we work to make learning more accessible, flexible, and valuable for Oregon's cities and counties.
