Where We Are and What's Next: A Closer Look at the Transition Timeline

One of the most common questions we've received since announcing the future CIS Learning Center is simple: Where are we in the process?


The transition to our new learning platform, powered by Docebo, is moving forward as planned. While much of the work currently underway takes place behind the scenes, it's laying the foundation for a smoother, simpler experience when the new platform launches.


The Current Focus: User Management and Data Planning

At this stage of the project, we're focused on user management and data planning. This includes evaluating account information, reviewing learning records, and determining what information will be migrated into the new system.


One of the most important decisions we've made during this process involves training transcripts. After consulting with CIS Risk Management, HR, and Claims teams, we determined that training completion records from Jan. 1, 2024, forward will be transferred directly into the new Learning Center. This timeframe provides members with recent, readily accessible training history while helping us create an efficient transition.


CIS will continue to retain all historic completion data, even if it is not displayed directly within the new platform. As part of this phase, we're also determining the best way for members to access historical records in the future.


For organizations that maintain training records within an HRIS or other internal system, CIS plans to make transcript export files available after the transition. Members can use these files to incorporate historical learning data into their own records if desired.


Building a Better Administrative Experience

Another major focus is organizational structure.


We're working closely with our system consultants to determine how departments, locations, branches, and reporting structures should be configured within the new platform. One of the features we're most excited about is Docebo’s ability to manage organizational hierarchies and user groups. The new approach is significantly more flexible than our current system and will support a much simpler workflow for creating and managing users.


While this work is not visible yet, it's the kind of foundational setup that will make administration easier and more efficient long after the transition is complete.


Fall and Winter: Content Migration and Course Review

Our user management work will continue through the fall. As we move into December and January, our focus will shift toward adding learning content to the new platform.


This process involves much more than simply moving courses from one system to another. We'll review content, evaluate publisher offerings and refresh and improve the learning experience.


Members can expect to see the trusted CIS content and popular publisher courses they rely on today, along with new learning opportunities that will help expand and strengthen the Learning Center catalog.


Early 2027: First Look and Member Preview

February will be an exciting milestone in the project timeline.


CIS staff will receive the first opportunity to begin working within the new platform and testing processes before members are onboarded. Later that month, we'll showcase the new Learning Center with a presentation at the CIS Annual Conference, giving attendees an early look at what's ahead.


Spring 2027: Member Rollout Begins

In March, we'll begin opening the doors to members.


Spring Supervisor Training enrollments are planned to take place in the new system, and organizations that have expressed interest in serving as early adopters will receive administrator access and training. These early users will help us gather valuable feedback and support a smooth transition before broader rollout begins.


Additional organizations will be added in waves over the following weeks and months as we continue expanding access across the membership.


Looking Ahead to July 1

Our goal is to have all CIS Learning Center members transitioned to the new platform by July 1, 2027, aligning with the start of the 2027-28 fiscal year.


While there's still plenty of work ahead, we're excited by the progress that's been made so far and by the opportunities this new platform will create for members. Every step we're taking today is focused on building a learning experience that is easier to manage, easier to access, and better equipped to support workforce development across Oregon's cities and counties.


Together, we're building the next generation of the CIS Learning Center.
